Working in the Same Direction? Civil Protection Cooperation in the Baltic Sea Region
In this report, the authors map and assess the capacity of the institutional landscape of the Baltic Sea Region (BSR) for transboundary crisis management cooperation.
Transboundary crisis management in the BSR is found within macro-regional cooperation bodies such as the European Union, NATO, the CBSS, and sub-regional inter-governmental cooperation like Nordic cooperation.
After outlining the contours of their analytical framework, the authors examine the four BSR cooperation in turn, using a common set of questions. They end the report by summarising their findings and setting out recommendations.
