Achievements and Limitations of the OSCE ’s Special Monitoring Mission to Ukraine

This is the third publication in a series of UI Reports focusing on human rights and security in Eastern Europe. This report aims to illustrate how Russian-Ukrainian conflict in the eastern Donbas has posed an especially complicated challenge to consensus-based intergovernmental institutions such as the OSCE.
